What is the Title 1 Program?

Title 1 is the nation’s oldest and largest federally funded program. This program is committed to closing the achievement gap between all students and is in place to improve fundamental goals of helping at-risk students.  At-risk students are those who are performing below expected grade level standards.
According to the U.S. Department of Education the purpose of Title 1 funding, “is to ensure that all children have a fair, equal, and significant opportunity to obtain a high quality education and reach, at minimum, proficiency on challenging state academic achievement standards and state academic assessments.”
USD 434 initiated the Title I Math Program in August 2009.

How will my child exit the Title 1 Math program?

At the beginning of every school year each student must re-qualify using the established Title I program criteria to be considered for assistance.  Throughout the year the intensity of assistance from Title I Math will be dictated by the student’s performance on daily work and Unit Assessments.  Students may enter the program at anytime during the school year if their performance warrants and they meet program criteria.
Title I students consistently demonstrating adequate progress on grade level skills within their classroom will shift to minimal skill specific pull out assistance.  Unit assessments, daily classroom work and regular classroom observation by Title I staff and grade level classroom teacher indicating academic skill mastery will determine further placement in the program.  Prior to dismissal students must be working successfully on grade level and be proficient on the state indicators for math in that grade.  Recommendation to formally dismiss a student from Title I services will be discussed with parents after a student has remained successful on grade-level for a minimum of nine weeks.

USD 434 Title I Math Program - Mrs. Barbara Sund OAC Math Specialist

The Title I Math Program began in the fall of 2009.  Through the support of the USD 434 Board of Directors Title I Math services will be available this school year for students that struggle mastering math concepts and meeting assessment criteria.

Pre-Assessment of Kindergarten through 2nd Grade:
All students, Kindergarten through 2nd grade, will participate in computerized Measures of Academic Progress (MAP) or MAP for Primary Grades assessment in the fall and spring.  Student performance on this nationally normed assessment along with various formative assessments and the amount of teacher assistance the student requires to correctly complete math lessons will identify students not meeting expected grade level performance.  These students will then be considered for possible Title I Math assistance.  STAT referrals will also be considered based on this information.
Formative assessment:
Throughout the school year a variety of formative assessments are used: Beginning of the Year, Unit or Section, Mid Year Assessments in Everyday Math (district math series), Quarterly Progress Reports/Grade Cards and teacher Observation/Checklists.  These assessments yield a comparison between Title I Math students and their classmates, identifying mastered and non-mastered skills that require re-teaching and reinforcement through Title I Math.
Title I services available:
The level or amount of Title I services available to identified students with signed compacts includes; Tier 2, assistance and/or monitoring within the regular classroom, homework support; Tier 3, individual or small group assistance outside the regular classroom scheduled as determined by staff and parents.  Title I services provided by qualified Title I para-professionals or Title I math specialist.

Summative assessment:
Quarterly Reports will be provided to parents & teachers.  These reports will give an overview of services provided, student performance in classroom and on assessments.
