Title I

  • The State of Kansas School Report Card for your child’s school is now available. This report is prepared by the Kansas State Department of Education and is required to be shared with all families of students enrolled in Kansas public schools.

    The School Report Card provides information about:

    • Student performance on the Kansas Assessment Program (KAP)
    • Student enrollment
    • Class size averages
    • Financial expenditures

    Federal law requires that the School Report Card include information at the state, district, and school levels. Where available, the data is reported by student groups, such as race/ethnicity and socioeconomic status, and includes at least two years of results.

  • Subject: Notification of Parents of Rights

    The letter serves as notice of your parental rights to request and receive information and notifications regarding your child’s education in a building receiving Title I, Part A funds under ESSA. Response to your request and notifications on the part of the school must be completed in a timely manner. The following information, in accordance with Every Student Succeeds Act, is available to you, as the parent, upon request:

    •  Information regarding the professional qualifications of your student’s classroom teachers.
    •  Whether your child is provided services by paraprofessionals and, if so, their qualifications.
    • Information on the level of achievement and academic growth of your student on state assessments.
    • Information regarding the school and school district state report cards. 

    In addition to the above information, schools must provide the following:

    • Parent notification if their student has been taught for four or more consecutive weeks by a teacher who does not meet the applicable state certification requirements at the grade level and subject area in which the teacher has been assigned. [ESSA 1112(e)(1)(B)(ii)].
    • Parent notification on how and where to access information on state academic assessments and school and district state report cards.

    Federal Programs
    Parent/Guardian Notification

    Every Student Succeeds Act of 2015 (ESSA, Public Law 114-95) requires notification to parents/guardians when any of the following situations exist in a district receiving Federal funds. Upon request, our district is required to provide to you in a timely manner, the following information:

    1. Districts must annually disseminate Federal Programs Complaint Resolution Procedures to parents/guardians of students and appropriate private school officials or representatives.
    1. At the beginning of each school year, a participating school district must notify the parents/guardians of each student attending a building that receives Title I funds that they may request, and the district will provide in a timely manner, information regarding the professional qualifications of their child’s classroom teachers and any paraprofessionals providing services to their child.
      1. Whether your student’s teacher is teaching in the field of discipline of the certification of the teacher.
      2. Whether your student’s teacher has met State qualifications and licensing criteria for the grade levels and subject areas in which the teacher provides instruction.
      3. Whether your student’s teacher is teaching under emergency or other provisional status through which State qualifications or licensing criteria have been waived.
    1. A building that receives Title I funds must provide all parents/guardians notice that their child has been assigned, or has been taught for four or more consecutive weeks, by a teacher or a person who is not appropriately certified.
    1. When a school is identified for School Improvement, the district must notify the parents/guardians of all children in the identified Title I building of its School Improvement status. Yearly updates are provided to parents with available options until the building is no longer identified for improvement.
    1. Information on the level of achievement and academic growth of your student, if applicable and available, on each of the State academic assessments required under Title I.A.
    1. Within thirty days after the beginning of the school year, a district must inform parents/guardians that their limited English proficient (LEP) child has been identified for participation in a language instruction educational program.
    1. Parents/guardians of students enrolled in a persistently dangerous school, or students who are victims of violent criminal offense while on school property, must be notified of their option to transfer their student to a school that is not designated persistently dangerous.

    Our Commitment
    Santa Fe Trail USD 434 believes students do best when schools and families work together. We are committed to open communication, shared decision-making, and providing support for families to help children succeed.

    How We Partner with Families

    • Planning Together: Parents help create and review the District Improvement Plan, Title I programs, and this policy each year.
    • Annual Title I Meeting: Each Title I school holds a yearly meeting to explain the program, parents’ rights, and ways to be involved.
    • Flexible Opportunities: Meetings and events are offered at different times, with support such as childcare or transportation when possible.
    • Communication: Information is shared in clear language, in home languages when possible, and through multiple formats (paper, email, website, phone).
    • Workshops & Resources: Families are invited to events that explain standards, testing, and ways to support learning at home.
    • School-Parent Compact: Each Title I school has a compact showing shared responsibilities between students, parents, and teachers.

    Reviewing Our Progress

    • Each year, parents are asked for feedback on how well we are partnering together.
    • Surveys, meetings, and focus groups help identify barriers and ways to improve.
    • Feedback is used to update this policy and guide future family engagement efforts.

    Support for Families

    • Extra help is available if families request it.
    • The district works with preschools, community groups, and other programs to connect families with resources.

    Distribution
    This policy will be shared at registration, on the district website, and at school events. Copies will be available in other languages upon request.

  • The Santa Fe Trail School District and the parents of the students participating in activities, services, and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA) (participating children), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the State’s high standards. 

    This school-parent compact is in effect during school year 2023-2024

    School Responsibilities

    The Santa Fe Trail School District will:

    1. Provide high quality curriculum and instruction in a supportive and effective learning environment that enables the participating children to meet the State’s student academic achievement standards as follows: 
    • Title I students will receive instruction and assistance from the reading specialist and/or highly qualified paraprofessionals during the regular school day. Instruction occurs either in the regular classroom or in the Title I Reading Classrooms. The curriculum consists of research-based materials designed to focus on specific targeted skills, and includes progress monitoring.
    1. Hold the parent-teacher conferences (at least annually in elementary schools) during which this compact will be discussed as it relates to the individual child’s achievement. Specifically, those conferences will be held as follows: 
    • Parent-Teacher conferences are held annually, occurring after the completion of the first grading periods.
    • Additional conferences may be arranged through contacting the Title I teacher.
    1. Provide parents with frequent reports on their child’s progress. Specifically, the school will provide reports as follows:
    • Report cards are generated for each student quarterly throughout the school year.
    • Additional Title I progress reports will be provided quarterly.
    • Additional progress reports will be generated by the Title teacher and communicated as necessary.
    1. Provide parents reasonable access to staff. Specifically, staff will be available for consultation with parents as follows:
    • Parents may contact the school at any time to arrange consultation with their child’s classroom teacher and/or Title I teacher.
    • Conferences/consultation may occur before, during, or after the school day via phone, email, or in-person.
    • Title I staff will provide parents information regarding their child’s Title I schedule and opportunities for classroom involvement.

    Parent Responsibilities

    We, as parents, will encourage our child’s learning in the following ways: 

    • Monitor attendance.
    • Make sure that homework is completed
    • Participate, as appropriate, in decisions relating to my children’s education.
    • Promote positive use of my child’s extracurricular time
    • Stay informed about my child’s education and communicate with the school by reading all notices from the school or the school district, either received by my child or by mail, and responding, as appropriate.

    Student Responsibilities

    I, the student, will share the responsibility to improve my academic achievement and achieve the state’s high standards.  Specifically, I will:

    • Do my assignments every day and ask for help when needed.
    • Do my best to attend school.
    • Read every day outside of school time.
    • Give my parents/guardians all notices and information received by me from my school every day.

    Ongoing evaluation and grouping of students according to our mathematical assessments and progress monitoring will help show your child’s instructional needs.     District Standard Complaint Resolution Procedures

    Santa Fe Trail USD 434 School District operates under the Title I federal guidelines for all programs administered by the Department of Elementary and Secondary Education under the Elementary and Secondary Education Act (ESEA) of 1965 as amended by the Every Student Succeeds Act (ESSA) of 2015 (Public Law 114-95).

    This act requires states to adopt written procedures for the receipt and resolution of complaints alleging violations of law in the administration of the federal programs (Title I.A, Title I.C, Title I.D, Title II.A, Title III, Title IV.A, Title V.B).

    A complaint is a formal allegation that a specific federal or state law or regulation has been violated, misapplied, or misinterpreted by school district personnel or by Department of Education personnel.

    Any parent or guardian, surrogate parent, teacher, administrator, school board member, or other person directly involved with an activity, program, or project operated under the general supervision of the Department of Elementary and Secondary Education may file a complaint.

    The complaint will be addressed and resolved in accordance with the complaint procedures.

    1. Please speak with your child’s teacher. Have a conversation with the teacher regarding the issue and/or concern.
    2. Please speak with the school principal or assistant principal if the issue has not been resolved and/or continues.
    3. Contact the Superintendent’s Office if the matter was not satisfactorily resolved.
    4. Contact the Board of Education if you continue to have concerns.
    5. Contact the Kansas State Board of Education to appeal the final decision from the school Board of Education.

    If there is not evidence that the parties have attempted in good faith to resolve the complaint at the local level, the Kansas State Department of Education may require the parties to do so and may provide technical assistance to facilitate such resolution.

    Any persons directly affected by the actions of the Kansas State Department of Education may file a similarly written complaint if they believe state or federal laws or regulations have been violated, misapplied, or misinterpreted by the Department itself
